I rarely use out­lines (maybe you can tell from my writ­ing style) as I tend to be more free form. How­ever I too ben­e­fit from using out­line occa­sion­ally, my per­sonal tool of choice is OmniOut­liner, be sure to take a look at the linked post for great tips on why and how to use outlines.
